FCTA to Begin Enforcement on Ground Rent, Land Use Conversion Fees From November 26

The Federal Capital Territory Administration, FCTA, will from Wednesday, November 26, 2025, begin enforcement actions against individuals and organisations owing Ground Rent, Land Use Change and Conversion fees as well as outstanding bills on Right of Occupancy, R-of-O, and Certificates of Occupancy, C-of-O.

This was disclosed on Thursday by the Senior Special Assistant to the FCT Minister on Public Communications and Social Media, Lere Olayinka.

According to him, the enforcement follows several grace periods earlier granted to defaulters. In May, after President Bola Tinubu’s intervention, the FCT Minister, Nyesom Wike, issued a 14-day window for defaulters to clear their outstanding ground rent with penalties.

Olayinka noted that further public notices were published on September 8, 9, and 10, 2025, outlining a 30-day deadline for property owners violating the approved land use clause to pay the stipulated ₦5 million penalty and other applicable fees for conversion.

He added that an additional final notice was issued to residents of Asokoro, Maitama, Garki and Wuse, who were given 14 days to regularise their Land Use Change or Conversion documents. That extension expires on Monday, November 24, 2025.

“The 14 days grace on the payment of Ground Rent expired on June 9, 2025, more than five months ago, while the 14 days extension on the land use or purpose clause will end on Monday, November 24, 2025. Consequently, the FCTA will from Wednesday, November 26, 2025, commence enforcement actions on all categories of defaulters,” he said.

He further stated that the enforcement will also cover individuals who purchased properties but have failed to obtain the mandatory Minister’s Consent or register their Deeds of Assignment, thereby leaving ownership records incomplete.

The Administration said all necessary legal and administrative measures have been finalised to ensure full compliance across the Federal Capital City.
